I chose the 3700X as it is a good balance for a budget workstation; it's more than 6 cores and the B550 motherboard offers a good upgrade path if he ever wants to upgrade to 12 or 16 cores. Same for the RAM. 32GB is a good amount for a mid-range workstation, with an upgrade path to 64GB and beyond if/when needed. The 1TB SSD id plenty for the OS and programs, and 4TB to start is plenty for bulk storage and backup. 20+ TB HDD's are around the corner if he ever needs to add more storage.
